Fukushima Nuclear Power Plant I Accident and
Safety of Cosmetics Manufactured in Japan
Various reports regarding the accident are released every day by Japanese Government as well as by media including radioactive substances detected in drinking water and agricultural products in some area near to Fukushima. Many of consumers must have concerns about the safety of cosmetics manufactured in Japan.
Japan Cosmetic Industry Association would like to extend the following message to consumers who hope to use cosmetics without concern. Cosmetic products manufactured in Japan are safe based on available data as shown in the below.
1. Cosmetics are manufactured in in-door environments highly controlling extraneous substances and particles. The possibility that radioactive substances in the atmosphere would affect the production process is extremely low.
2. Provided that the water with acceptable standard level of radioactive substances applied to drinking water designated by Ministry of Health, Labour and Welfare is used in the all manufacturing processi, and that the product is used every day for one year, the total amount of radiation exposure from the cosmetic product would be no more than 7.8 microsieverts per yearii, which has no effect on human health.
3. Japanese Government states the present level of radioactive substances in water supply does not pose any problem when used in contact with human skin by hand washing, shampooing, bathing, etc. The same can be said for cosmetic products, which are mainly applied to the skin. Thus we believe cosmetic products, even if they are manufactured using the said water are safe when used under normal and foreseeable way. As it is well known, we are exposed to 2,400 microsieverts of naturally occurring radiation per year on averageiii.
We, Japan Cosmetic Industry Association state that cosmetics produced in Japan will not in any way adversely affect consumers' health due to radioactive substances released into the atmosphere by the recent accident at Fukushima Nuclear Power Plant I.
Japan Cosmetic Industry Association will continue to closely monitor the information released by Japanese Government and other bodies, and will put top priority in our activities to ensure the safety of cosmetics manufactured in Japan to respond to all consumers in the world.

1) Calculations based on hypotheses that total amount of radioactive substances in cosmetics are taken into human body by use of cosmetics. Since the amount of cesium in the water supply is far below of the tentative regulated amount, the tentative regulated amount and the radioactive decay of 131I are used for the calculation, taking into account the days necessary for manufacturing, quality control, shipment from warehouse to consumers.
2) Calculation using the level of oral intake since no such figure exists for cosmetics at present.
3) Report by the United Nations Scientific Committee on the Effects of Atomic Radiation (UNSCEAR)
・Power Saving Initiatives
As a certified Eco-First Company, Shiseido is participating in the Eco-First Commitment to Save Power in Summer 2011, which is promoted by Japan’s Ministry of the Environment.
The Eco-First Commitment to Save Power in Summer 2011
In order to address the demand and supply of electricity during this summer in Japan, Shiseido is promoting company-wide initiatives to reduce electricity consumption by more than 20% compared with the maximum power consumption in the Kanto and Tohoku regions. This will be achieved by taking measures at various locations including major business sites such as factories and offices. We will also encourage employees to promote power saving initiatives at their homes and help customers to lead lifestyles using power-saving products.
The Eco-First Program was created by Japan's Ministry of the Environment in April 2008 to encourage leading companies in each industry to redouble their environmental protection activities by having them make a commitment to the Minister for the Environment regarding such environmental protection initiatives as global warming countermeasures, waste reduction and recycling.
Shiseido was the first in the cosmetics industry to be certified as an Eco-First Company in March 2009.

The Eco-First Commitment to Save Power in Summer 2011

Mr. Ryu Matsumoto
Minister of the Environment
Hisayuki Suekawa
President & CEO (Representative Director)
Shiseido Co., Ltd.
Shiseido Co., Ltd. will undertake the following across-the-board initiatives to reduce its total power consumption in the Kanto and Tohoku regions during July-September 2011 by at least 20% of 10,900 kW, which is the total amount of power consumed at its domestic company-owned offices in the same period of the previous year.
Shiseido will also support power-saving efforts at general households this summer by encouraging its employees and their families to carry out various home-based measures, while providing customers with beauty information and advice that will help them save energy without sacrificing comfort.
1. Initiatives to be pursued at factories and other major power-consuming sites
(a) Kamakura Factory/Kuki Factory
- We will reduce the total amount of power consumed by adopting a rolling blackout program in which buildings within the factories will take turns to switch off their power for a period.
- We will reduce peak-hour power consumption by shifting weekday daytime operations to early-morning and nighttime hours, as well as to weekends and national holidays.
- We will move up the production schedule to May and June, and transfer production to factories in areas within Japan where the electricity supply is expected to remain stable.
- We will reduce daytime power consumption by conducting production during nighttime hours.
(b) Shiseido Research Centers (Shin Yokohama, Kanazawa Hakkei)
- We will reduce power consumption by enhancing the operating efficiency of ice thermal storage systems used in air-conditioning units and constant-temperature/humidity chambers.
(c) Computer Center
- We will operate the Computer Center from 9:00 to 20:00 on weekdays by utilizing a privately owned emergency power generator.
(d) Shonan Training Institute
- We will suspend additional operation of freezing machines for air-conditioning during weekdays from 9:00 to 20:00.
2. Initiatives to be pursued at offices etc.
- We will reduce power consumption by ensuring reduced use of lighting, for example, by removing some of the fluorescent tubes.
- We will reduce the use of air-conditioning by extending the government-sponsored "Cool Biz" program to cover the period from May to October, encouraging the wearing of light clothing, and strictly maintaining the room temperature at 28℃.
- We will turn off the lights and close our Head Office at 20:00, two hours earlier than the present office-closing time of 22:00. We will also implement the "Morning Biz" program to encourage all employees to change their work style and work earlier in the day instead of late at night.
- We will pursue a companywide effort to save power and reduce CO2 emissions by performing the above measures not only in regions covered by Tokyo Electric Power Company and Tohoku Electric Power Co., Ltd., but also at other offices nationwide.
3. Encouraging employees to pursue power-saving efforts
- We will encourage employees and their families to carry out home-based power-saving measures by providing them with useful tips for saving energy at home.
4. Supporting customers' power-saving efforts
- We will support our business partners and customers in their efforts to save power in their daily lives by actively suggesting innovative ways of using Shiseido's products to maintain beauty and comfort while at the same time saving power.
